The City Charter for Moraine incorporates a Council-Manager form of government to combine a citizen policy making council with a professional administrator to assure efficient and responsible conduct of community affairs. The Council consists of an elected Mayor, two Council members elected on an at-large basis, and one Council member elected from each of the four wards of the City of Moraine. The Council is empowered to govern the City of Moraine by adopting resolutions and ordinances that provide direction to the City Manager on the day-to-day operations of the city.

The City Council meets for Regular Meetings on the second and fourth Thursday of each month at the City Administration Building, located at 4200 Dryden Road in Moraine. The Regular Meetings begin at 7:30 p.m. and are immediately followed by the Committee of the Whole meetings. The Council may conduct special meetings, but must properly publish notices for those meetings.
